A technique called electrodialysis may provide a cheaper way to freshen seawater for human consumption

SINGAPORE'S average annual rainfall is more than double that of notoriously soggy Britain, so the casual observer might be surprised to learn that the place has a shortage of drinking water. Yet with around 7,000 people per square kilometre, Singapore is the third most densely populated country in the world. Its land mass is not large enough to supply its 5m inhabitants with water.

When I started to coordinate the preparation of report in 2005, the big question that I had in my mind was how can this massive target be achieved expeditiously? Developing country governments and development organizations are attempting to partly answer this question. In early 2006, I assisted ADB in announcing its Water Financing Program 2006-2010.
