Coercive controls are not the only explanation for the falls in fertility. Massive improvements in living standards, health and education in both countries meant that families no longer felt the need to have many children as a sort of insurance policy.

When I started to coordinate the preparation of report in 2005, the big question that I had in my mind was how can this massive target be achieved expeditiously?
