Japan’s universities fail to make most of intellectual property

To earn revenue from intellectual property, a university needs people, an organization and facilities dedicated to the task. However, only 8% of Japanese universities have programs to support the launch of new businesses by researchers, and just 5% have patent attorneys, according to Japan's education ministry.
